Speed Up IPCMC Establishment, Says Teresa Kok

SHAH ALAM, Mar 4 – Seputeh Member of Parliament, Teresa Kok today called upon the Prime Minister, Datuk Seri Abdullah Ahmad Badawi to take immediate steps in implementing the Royal Commission’s recommendations by expediting the establishment of an Independent Police Complaints and Misconduct Commission (IPCMC).

The suggestion was made in a statement today, following the results of the post mortem report on the late Kugan Ananthan who died in police custody.

Teresa hoped full and independent investigations would be carried out to ensure those responsible for his death to be brought to justice.

She said this was to ensure such gross abuse of Malaysians’ civil rights would never be allowed to happen again.

“Kugan’s death underscores the urgent need to reform the operations and procedures of the police,” she said.

She said, the second post mortem report on Kugan’s death showed he had died from the effects of the most horrific beatings, burning and starvation which impacted virtually all parts of his body.

The report also proved he had suffered from severe internal bleeding and tissue breakdown.

“I and am filled with disgust and revulsion and shocked beyond words that human beings are capable of treating another fellow human being in such a cruel and heartless manner,” said Teresa who is also a Selangor State Executive Council (Exco) member.

She added, the results of the first post mortem were incomplete and initially claimed there was no foul play involved, which may suggest an attempt to obstruct justice.

She said, the case needed to be investigated as soon as possible to ensure swift and impartial justice as the fact that it was perpetrated by police officers sworn to uphold the law made it a dastardly crime of the worst type. – NOOR ALLIA KASSIM
