Final Task Force Report Suggests Improving Land Administration
Feb 12th, 2009 | By nizam | Category: NewsSHAH ALAM, February 12 – The final report on the Study on Selangor State ’s Land Management and Administration prepared by the Selangor Land Task Force was presented today to Selangor State Assemblymen (Aduns) and Members of Parliament.
The final report on Selangor State’s Land Management and Administration was presented to the Task Force co-chaired by Dato’ Dr Tan Tee Kwong and Dato’ Dr Nik Mohd Zain, began its studies in July last year, before handing over the final report to the Dato’ Menteri Besar, Tan Sri Abdul Khalid Ibrahim last October.
“Today the Dato’ Menteri Besar has called all land administrators, district officers, technical departments relating to land, to discuss the report given by the Land Task Force,” said Dato’ Dr Nik when met after the report’s presentation.
He said, there were six parts to the report, which were the state land policies, disposal of land cases, land transactions and acquisitions, land acquisition, the unit on improving land tax collection, land law unit, land development unit and information technology and communications (ICT) unit.
He said the final report which had been completed within three months raised various issues faced by the land office and local authorities (PBT).
He said, among the problems included delay in releasing strata titles, delay in approving deferment conditions and backlogs.
Therefore, he said, the Land Task Force suggested several approaches to settle these problems and increase the quality of service to customers.
“We have also suggested that the land office and district office be separated to give full authority to the land administrator to administer the land.
“Therefore the district officer is no longer involved in land administration but can focus his duties on issues relating to district development on the aspects of commercial development, farming, industry and others,” he said.
He added, it was also suggested that land offices speed up certain processes including the releasing of strata titles and approving change in conditions, border-breaking and others.
Other than that, the Task Force also suggested that issues relating registered title-owners be moved from the Land and Mines Office (Pejabat Tanah dan Galian) to land offices to enable the PTG to focus on duties pertaining to the enforcement of land amendments, audit management and issues relating to planning of granting land ownership.
“The suggestions in this final report will be taken to the State Executive Council meeting for further discussions before a decision can be made,” he said.
Dr Nik was also satisfied with today’s programme which received good response from participants who were comprised of State Executive Council members, Aduns, Members of Parliament, officers from the land office and technical departments.
